In August we will we hosting an in-person site tour of the Honouliuli Water Recycling Facility (HWRF). Since opening in August 2000, the facility has recycled treated wastewater to serve the irrigation and industrial needs in Ewa.
Water recycling is an important part of the Honolulu Board of Water Supply’s effort to conserve precious ground water for drinking. HWRF provides non-drinking water for commercial and business needs. Come and tour with us and get a first-hand look!
Project Information
City and County of Honolulu – Honouliuli Phase 1A and 1B Projects

Contractor – Parsons
Cost – $70M
Schedule – 3 years
The Project includes upgrades to the solids stream process facilities at the Honouliuli WWTP. The improvements allow digested sludge to be dried into pellets that can be land applied as fertilizer. A single Process Control System Integrator shall furnish all services and equipment for the project, facility controls, communication networks, local operator interfaces, and project field instrumentation.
Honouliuli Phase 1B – Secondary Compliance Facilities
Contractor – Nan Inc.
Cost – $270M
Schedule – 4 years
The Project is to expand the secondary treatment system at the Honouliuli Wastewater Treatment Plant in Ewa. The expansion project is needed to meet U.S. Environmental Protection Agency requirements and accommodate the increasing population on the Ewa Plain.
The new facilities will include six open-air clarifiers on 24 acres of undeveloped land and three acres on the existing wastewater treatment plant site along Geiger Road. The clarifiers will remove most of the organic matter in the sewage using the bacteria in it. Once the sewage undergoes treatment, the flows discharged can go into the ocean or may be reused for irrigation systems at a golf course, public parks, farms, and nurseries.
