Results-driven Chief Estimator/ Lead Scheduler/ Risk Manager/ Project Manager at Parsons with 42 years of experience in the construction, oil and gas, rail, aviation, tunnel, bridge/highway, municipal utility, water and wastewater, public infrastructure, and government/defense sectors.


Vinson Hiraoka

Vinson Hiraoka, AIA, CCP

Vinson is a Senior Architect with AM Partners, Inc. and Principal at Spesify LLC. Prior to this, he was a Senior Estimator with J. Uno & Associates and a Senior Architect with INK Architects.

With over 20 years of industry experience, he has worked in both the architecture and cost estimating fields and brings a wide range of project experience.

Vinson holds a Bachelor of Architecture from the University of Hawaii, is a licensed architect in the State of Hawaii, and a Certified Cost Professional through AACE International.

Rollin Wakely, CCP

Rollin is a Senior Cost Estimator at J. Uno & Associates, Inc. and has over 30 years of industry experience working in the construction and cost estimating fields. He has worked in various aspects of the building industry including design, project management, and as an owner of a residential development company.

Rollin currently works on cost estimating around the Hawaii and the Pacific with a specialty for construction in Japan. He is also a Certified Cost Professional (CCP) through AACE International.


Yong Shi, CCP

Yong Shi is a Senior Cost Manager and integral member of the Rider Levett Bucknall (RLB) Cost Consultancy team in Honolulu.  As a trusted advisor to clients in Hawaii and the Pacific, Yong is skilled in preparing detailed cost estimates for all building types, providing cost options and cost strategies, as well as change order review, valuations of work in progress and bid analysis.  His technical abilities and advanced knowledge of total cost management are demonstrated by his accreditation as a Certified Cost Professional (CCP).  Yong holds a Master of Science in Civil Engineering from the University of Hawaii at Manoa and has been a member of AACE since 2013.


Loy Kuo

Loy Kuo, PE, CCM

Loy is a licensed civil engineer and certified construction manager. An early career experience included an apprenticeship with the Local 3 International Union of Operating Engineers. This gave him firsthand feel and insight of heavy civil construction labor productivity and cost drivers.

Another one of his professional experiences involved annually driving over every lane-mile of all State of Hawaii Department of Transportation roads on the six major Hawaiian islands. A feat that once bestowed upon him the unofficial title as the State of Hawaii head pothole counter.

Loy currently serves as the Treasurer on the City Neighborhood Board No. 14 Liliha/Puunui/Alewa/Kamehameha Heights.


Justin Kirschner, CEP, PSP, CCM

Justin is a highly experienced construction professional with more than twenty-five years of industry expertise. Throughout his career, he has gained valuable knowledge and skills in various roles, including business owner, general contractor, construction manager, engineer, subcontractor, owner’s representative, and consultant.

His diverse project portfolio encompasses a wide range of sectors, such as water and sewer treatment facilities, pipelines, airports, bridges, highways, railways, high-rise buildings, and government facilities.

Justin’s exceptional reputation in the construction industry can be attributed to his unwavering loyalty and his ability to cultivate strong client relationships.

Justin holds a Bachelor of Science degree in Industrial & Systems Engineering from Georgia Tech. He further pursued graduate studies in Construction Management at UNLV to enhance his knowledge in the field.

Additionally, Justin has obtained industry certifications in construction management (CCM), planning and scheduling (PSP), and estimating (CEP). These certifications reflect his commitment to professional development and his dedication to delivering high-quality results.

Currently, Justin serves as the manager at Kirschner Contractors, where he continues to contribute his expertise and leadership to the company’s success.
