PRESIDENT
Christopher Baze
Chris has been working at Hawaiian Dredging Company (HDCC) since 2009. He has served has HDCC’s BIM Manager since 2011 and has been actively using and managing software/hardware from companies including Autodesk, Trimble and Leica Geosystems. Chris has worked on projects including Aulani, Ala Moana Ewa Expansion, and Maui Bay Villas. He has been in Hawaii since 2007 when he graduated from Virginia Tech with a Bachelor of Architecture degree.

VICE PRESIDENT
Mario C. Flores
Mario is a Senior Scheduler at Jacobs and has been working for the Honolulu Authority for Rapid Transportation (HART) program as a Project Controls Scheduler since moving to Hawaii in March 2020. Prior to working on HART, he had 17 years experience supporting the engineering and construction industry as part of the Oracle Primavera business unit where he delivered training and implementations of Primavera P6 scheduling application. In his last role there, he developed system integrations and scheduling processes at a large oil and gas firm in Houston, TX.

SECRETARY
Vinson Hiraoka, AIA, CCP
Vinson is a Senior Architect with AM Partners, Inc. Prior to this, he was a Senior Estimator with J. Uno & Associates and a Senior Architect with INK Architects.
With over 20 years of industry experience, he has worked in both the architecture and cost estimating fields and brings a wide range of project experience.
Vinson holds a Bachelor of Architecture from the University of Hawaii, is a licensed architect in the State of Hawaii, and a Certified Cost Professional through AACE International.

TREASURER
Scott Arend
Scott is a Project Engineer/Scheduler at Kirschner Contractors and brings over 20 years of experience working in the engineering and construction industries. He has supported oil & gas and mining projects in remote parts of Alaska in his former position as a field engineer. His role was to assist superintendents with writing RFI’s, resolving technical conflicts, ensuring specification compliance, and material procurement. He has recently joined the Kirschner team, where he seeks to develop skills in scheduling and other project controls tasks.

SOCIAL MEDIA DIRECTOR
Yong Shi, CCP
Yong is a Senior Cost Manager and integral member of the Rider Levett Bucknall (RLB) Cost Consultancy team in Honolulu. As a trusted advisor to clients in Hawaii and the Pacific, Yong is skilled in preparing detailed cost estimates for all building types, providing cost options and cost strategies, as well as change order review, valuations of work in progress and bid analysis. His technical abilities and advanced knowledge of total cost management are demonstrated by his accreditation as a Certified Cost Profession (CCP). Yong holds a Master of Science in Civil Engineering from the University of Hawaii at Manoa and has been a member of AACE since 2013.

PAST PRESIDENT
William N. Sparks, PSP
Will is a Senior Scheduler at Encore Group LLC. He has built a diverse profile of experience in the management of construction projects ranging from $1 million to $1 billion. These construction projects fall into the following sectors: heavy civil, infrastructure, airport construction, rapid transit, hotel/casino and commercial. Having worked on more than 150 projects, Will understands critical path management in all areas of construction. He is well versed in the procurement and bidding phase, as well as the successful execution of the project plan, closeout and dispute resolution. He also has an in-depth understanding of how to construct cost and schedule impact analyses to use as litigation support.
